Financial Support for Delawareans

First State Promise, Tuition Waiver and SEED Scholarship

Click a tab below to find information for each opportunity.

We don’t want the costs of a great education to stand in the way of a student’s future. With First State Promise, we make great strides toward that goal.

First State Promise is a financial package that assures Delaware residents with family incomes of less than $75,000 that their UD tuition will be covered with grants and scholarships, money that does not need to be paid back. Students with a family income of less than $35,000 receive a financial package that covers tuition, fees, standard housing and food expenses. Families with incomes above $75,000 may also be eligible for some aid in addition to any merit scholarships they may have earned. For additional information, visit our finance page for Delawareans.
Delaware residents applying to UD’s Flex Pathway through the UD online application will automatically receive an application-fee waiver by selecting “Flex Pathway” as their choice major.
SEED (Student Excellence Equals Degree) Scholarships are funded by the State of Delaware and cover tuition for full-time Delaware residents enrolled in eligible Flex Pathway Programs*. SEED Scholarships are not offered to students who choose to begin their bachelor's degree pursuits at the University of Delaware in Newark.

Students can receive a SEED Scholarship for up to 10 semesters (three semesters per academic year while pursuing the associate degree). These funds can cover tuition in eligible Flex Pathway programs*, and up to two semesters toward a bachelor's degree at UD.

Students who wish to be considered for the SEED Scholarship must file the FAFSA (Free Application for Federal Student Aid). No separate application is required, though UD cannot pay the SEED Scholarship to the student account until it has received the student's final high school transcript. Those attending Winter or Summer Session can request SEED eligibility at askSFS (click on the Financial Aid category and Winter/Summer SEED Request under Submit a Question).  This will count towards the 10 semester maximum.

*Students in the following programs are eligible for the SEED Scholarship: the Associate in Arts Program (both the associate in arts and associate in science in University Studies), associate in arts in early childhood education, associate in arts elementary and middle school teacher education and the Beebe nursing program.

  • Summer research experience
  • Paid internships
  • Access to UD's RISE program
  • Professional development tailored to their career goals
  • Invitations to UD campus events
